Sky News has found that fewer than 10 per cent of councils in England and Wales make recycling compulsory for their residents.

VOICED: Sky News has found that fewer than 10 per cent of councils in England and Wales make recycling compulsory for their residents. Out of 177 councils that responded to a freedom of information request, just 12 said that that they consider household recycling to be mandatory. But councils say they ARE doing more to encourage residents to recycle, and cut down on waste ending up in landfill. Sky's Dan Whitehead reports.
