A POLICE LIBRARY PHOTOGRAPH OF DONALD NEILSON, ON TRIAL AT OXFORD CROWN COURT ACCUSED OF MURDERING THREE SUB-POSTMASTERS AT HARROGATE, ACCRINGTON AND LANGLEY AND THE ATTEMPTED MURDERS OF A SUB-POSTMISTRESS AND A NOTTINGHAMSHIRE POLICEMAN. * 22/12/02: Donald Neilson who has come in 5th in a top 10 list of arrests by British police. Two officers who were just doing their job in Nottinghamshire unknowingly arrested Donald Neilson the Black Panther in 1976 after seeing a suspicious-looking man running down the street. Neilson, placed fifth in the chart, kidnapped and murdered teenager Lesley Whittle in 1975 in an attempt to extort a ransom of 50,000 from her family. He had taken Lesley down a coal mine shaft and placed her on a ledge in a sleeping bag with steel wire round her neck. She was found hanging from the ledge by police, although Neilson always claimed he did not intend to kill her and that she had slipped. The Top 10 list, released to coincide with the 110th birthday of Police Review, was compiled by Jan Berry, chairman of the Police Federation, Rick Naylor, vice president of the Superintendents Association, and Police Review staff.
