Plan Oxigeno in Colombia
CHILVI, COLOMBIA - JULY 2009: Members of the Colombian national police force at a checkpoint in Chilvi. Chilvi used to be a stronghold for the Rostrojos, a right-wing paramilitary group with heavy links within the narcotics trade. Over the past month, a strong offensive by the police and army have pushed them out. Where the Rostrojos were once found, the Black Eagles have now replaced them as the right-wing paramilitary presence. Wanted signs that can be seen in the police stations are for Rostrojos members, with none for any of the Black Eagles. Locals say that the Black Eagles now rule the area.
