Cardin says it’s a stark moment for the US Senate, we haven’t had major health care reform for many years, he thinks they will have the 60 votes to proceed. He says it’s to start the debate, not to end it. He says it’s critically important we get the cost of health care down and provide affordable options. He says it’s a consumer bill; it helps consumers keep their insurance and protects them from the arbitrary practices of insurance companies. He says they’re going to have to go through an amendment process and it’s too early to predict what’s going to happen at the end of the day but he’s optimistic the Senate will pass health care reform. Gregg says up until now it’s been theater and political hyperbole but this is the real thing, it’s a 200-page bill that costs a billion dollars a page, and a two trillion dollar expansion of government. He says he believes it will force people off their insurance plan and into a public plan and we’re stepping into the real business of legislating here and Republicans feel very strongly that this is the wrong approach. He says there are good ways to reform health care but in a government that’s already running up debt, expanding the government is a mistake. He says the cost of $800 billion that has been quoted isn’t correct because they’re matching 10 years of revenues and Medicare cuts against four or five years of spending. He says it’s expensive to create a brand new entitlement, and we can’t afford the entitlements we have. Cardin says the decision on mammogram guidelines has already been reversed. He says the Congressional Budget Office tells us it will bring down the cost of health care and we will save $130 billion on the deficit. He says we need to take action to bend the cost curve of health care and this bill does it. Gregg says the Congressional Budget Office made it clear that this will not bend health care costs, other than up. Cardin says let’s debate this issue on the floor of the Senate, vote to proceed. 070932 000151 Cancer Confusion: Cancer Screening Guidelines Released Earlier this week, new guidelines for breast cancer screenings recommended low risk women not begin routine screening at 40, but consider waiting until the age of 50. And now, the American College of Obstetricians and Gynecologists has released new cervical cancer screening guidelines pushing back the age when women should begin getting pap smears and new screening guidelines for other diseases. Chances are if I had not had the mammogram at 42 and waited until I was 50 I would have been diagnosed at stage 4.” NBC News Chief Medical Editor Dr. Nancy Snyderman joins Amy Robach live in Studio 1A. Snyderman says the idea was to start pap smears when you’re 18 or three years after you’re sexually active but most changes in the cervix take years to develop. She says when you screen young women you are likely to find an abnormality and a lot of them go away but if you biopsy them and you cut away parts of the cervix, you could scar the area, leading to anxiety and over testing, which could interfere with fertility later, so let’s push back to 21 to begin pap smears. She describes the new cervical cancer screening guidelines for women in their 30’s and over (as noted in the supers). She says the Human Papilloma Virus vaccine is not always perfect and not always covered by insurance but the idea is to give it to pre-teens because you want to make antibodies to the virus before a girl is sexually active. She says it’s been poorly marketed; it’s not a pro-sex vaccine, it’s an anti-cancer vaccine. She says in the next week or so we’ll hear about boys getting the vaccine. She says boys carry the virus and girls get the cancer. She says we have to take these breast cancer stories with great respect, and with each story we have to dispassionately stand back and look at what was presented. She says the U.S. Preventive Services Task Force is made up of doctors that look at the numbers. She says all they were saying was in the 40 to 50 year-old group mammography is an imperfect tool because a woman’s breast when she’s young is lumpy, meaning you’ve missed tumors or call them, leading to a lot of unnecessary testing, so all they’re saying is the yield is low. She says she’s heard from the women like Robyn, and they’re right. She says the Task Force never looked at cost and it wasn’t a recommendation to insurance companies and it’s not a government controlled group but within 48 hours Kathleen Sebelius said nothing was going to change and she thinks you can safely say nothing will change. She says yes it’s confusing, but use these guidelines to talk with your doctor.
